Construction to Begin on Youth Rowing Facility at the Outer Harbour Marina

On July 4, 2022, construction will begin on a new youth rowing facility at the Outer Harbour Marina with a target completion date of early summer 2023. The facility will be constructed on lands owned by PortsToronto that have been leased to Upper Canada College (UCC). The proposed new youth rowing facility will be located on a small promontory along the western shoreline opposite the marina.

Youth Rowing Facility
The new youth rowing facility will include a single-story building with an 876-m2 footprint that will consist of change rooms, an exercise area, a community room, and boat storage. The building is being designed to meet the Toronto Green Standard for non-residential buildings and the facility will be inclusive of two seasonal docks on the north side of the promontory.
 
In addition to hosting the UCC rowing program, the facility will also be used by the Toronto District School Board (TDSB) to support the successful Horizons program, which is intended to provide an introduction to the sport of rowing to disadvantaged youth who might otherwise not have access to the sport.

Environmental Impact and Mitigation
A Natural Heritage Impact Statement was prepared by the Toronto & Region Conservation Authority (TRCA) at the request of PortsToronto for this development. Construction conditions were specified in this report and will be followed by the construction contractor in order to ensure wildlife and habitat are protected. This includes employing techniques such as silt fencing, silt socks, mud mats, signage and tree protection. Ground works have been carefully scheduled to avoid wildlife nesting periods.
 

Planning Process
PortsToronto and UCC followed all required City of Toronto planning processes including a minor variance process, a site plan application process, a pre-application consultation meeting, and two Waterfront Design Review Panel presentations. In addition to standard process requirements, PortsToronto also undertook additional public consultation and worked collaboratively with the City of Toronto on all elements of this project.
 

Sustainable Design
This new facility includes state-of-the-art energy efficient and environmentally friendly elements such as a green roof, Xeriscaping (reduced irrigation landscaping), down lighting, locally manufactured cross laminated timbers, and Energy Recovery Ventilators.
